SNP Alliance Advocacy Data Tools
The Special Needs Plan Alliance (SNP Alliance) and the National MLTSS Health Plan Association (MLTSS Association) jointly funded a data resource on the number of Medicare beneficiaries and persons who are Dually Eligible for Medicare and Medicaid (Duals) by state and Congressional District. By Congressional District, users may view the total number of Medicare beneficiaries, and the total number of Duals, including a breakdown of the total number of Full and Partial Duals. The methodology for the data analysis is located on the first page of the workbook, which is available here.
Users may toggle to search by state, Congressional Representative, Party Affiliation, Congressional District, and, regarding data, rank order in tandem with other search parameters. In tandem with this data, users may also view the SNP market by using a SNP data map located here. A template slide deck for presenting the information is located here.
The National MLTSS Health Plan Association and the SNP Alliance jointly funded this resource to provide concrete data for solutions-oriented, forward-thinking Dual Eligible and Integration policies that may be contemplated by Congress and other policymakers. For more information on the data and next steps, please contact Sam Amaya at samaya@snpalliance.org or eschutz@mltss.org.

SNP Alliance advocates for public policy development by leveraging Congressional influence and collaborating to build strong partnerships to ensure that legislation around advancing SNP and MMP’s is a top priority.
We report responses from Centers for Medicare & Medicaid Services (CMS), other agencies, and stakeholders on laws, rule-making, and expert committee involvement.
As agents of change, we aim to develop and promote policies that are beneficial for payors, providers, and consumers.
Through regular member calls, meetings, conferences, and our annual survey, we gather information and build our collection of data on the unique characteristics that make up SNPs and MMPs.
We have an ongoing priority of advancing integration for those dually eligible by addressing issues and member concerns around Medicare and Medicaid, such as the implementation of the requirements outlined in the 2018 Balanced Budget Act, which provided permanency for special needs plans.
The SNP Alliance’s goal is to continue to be a valued resource for members by ensuring individuals have the right knowledge and access to address the care for those with complex needs.
Our mission is to initiate or change methods based on the latest analysis and updates. Through collaborative learning with partnerships, we are able to provide real-world expertise and implement practices that will improve health disparities.
Our approach includes changes to quality measurement and performance evaluations, such as:
Meaningful data, developed into issue briefs and case studies, allows us to represent better and promote issues facing the SNP and MMP population.
“The SNP Alliance is a truly refreshing group be a part of highly knowledgeable and dedicated people, a lot of expertise in one room, evident camaraderie, and a sense of engagement that goes beyond what most people expect out of advocacy groups.” – SNP Alliance Member
